H A-1 ;1-1 <br /> NAVAL COMMUNICATION STATION STOCKTON <br /> The following comments are intended to direct your attention <br /> to important errors or omissions in the Operation Plan (OP) <br /> for the facility, submitted by the Naval Communication Station <br /> Stockton (NAVCOM) on June 1, 1989. All comments are <br /> referenced to relevant paragraphs in "Instructions for <br /> Preparing an Operation Plan for a Hazardous Waste Storage <br /> and/or Treatment Facility Which Involves Containers and/or <br /> Tanks Only" , revised March 1985, and the appropriate sections <br /> of Title 40 of the Code of Federal Regulations (CFR) . <br /> I.I. Waste Minimization Certification <br /> Include the following statement in the revised <br /> OP: I hereby certify under penalty of law that <br /> personnel under my direction and supervision at <br /> this facility are undertaking specific steps in <br /> accordance with a program in place to minimize <br /> the amount and toxicity of hazardous wastes <br /> generated at this facility to a degree <br /> economically practicable and that the method <br /> utilized for the treatment, storage, or <br /> disposal of hazardous wastes is the practicable <br /> method currently available to this facility <br /> which minimizes the present and future threat <br /> to human health and the environment. I am <br /> aware that there are significant penalties for <br /> false certification, including the possibility <br /> of fine and imprisonment for flagrant <br /> falsifications. <br /> I.J. Waste Minimization Certification Signature <br /> Provide the signature of the commanding officer <br /> for the statement I.I. <br /> V.C.lb Parameters for Sample Analysis <br /> 264.13 (b) (1) Provide the parameters and the reasons for why <br /> those parameters were selected for analysis for <br /> each waste listed in Table 1. <br />
