H A-1 ;1-1 NAVAL COMMUNICATION STATION STOCKTON The following comments are intended to direct your attention to important errors or omissions in the Operation Plan (OP) for the facility, submitted by the Naval Communication Station Stockton (NAVCOM) on June 1, 1989. All comments are referenced to relevant paragraphs in "Instructions for Preparing an Operation Plan for a Hazardous Waste Storage and/or Treatment Facility Which Involves Containers and/or Tanks Only" , revised March 1985, and the appropriate sections of Title 40 of the Code of Federal Regulations (CFR) . I.I. Waste Minimization Certification Include the following statement in the revised OP: I hereby certify under penalty of law that personnel under my direction and supervision at this facility are undertaking specific steps in accordance with a program in place to minimize the amount and toxicity of hazardous wastes generated at this facility to a degree economically practicable and that the method utilized for the treatment, storage, or disposal of hazardous wastes is the practicable method currently available to this facility which minimizes the present and future threat to human health and the environment. I am aware that there are significant penalties for false certification, including the possibility of fine and imprisonment for flagrant falsifications. I.J.
