DEPARTMENT OF THE NAVY
NAVAL COMMUNICATION STATION
STOCKTON
STOCKTON.CALIFORNIA 95203-5000 IN REPLY REFER TO
6280
or '61 0863
1986
United States Environmental Protection Ag $Ycy
Region IX ( 1
Attn: Mr. Harry Seraydarian MAR
986
215 Fremont Street
ALTH
San Francisco, CA 94105 gt(t: L F
Dear Mr. Seraydarian:
Prior to the closure of an abandoned sump in Building 816B, which still
contains oil, samples were drawn for laboratory analysis. Samples were
also drawn from one (1 ) of two (2) train work pits. The test results
indicate that the sump contains 1,610 ppm PCB (Aroclor 1254) and the
train pit contains 36 ppm PCB (Aroclor 1260).
In an attempt to discover the possible source of this contamination, it
was determined that Building 8160 was once occupied by Defense Industrial
Plant Equipment, whose mission was to overhaul and store large pieces of
industrial equipment. Within the last few years it has been determined
that some of this industrial equipment contained PCB's.
During our initial investigation, an employee stated that an old practice
was to open a drain line from the sump to drain it into a nearby ditch.
Further testing will be required to determine if the ditch has been con—
taminated.
Naval Communication Station Stockton is presently preparing a Navy
Pollution Control Report which will request funding to further test and
decontaminate these areas.
Any questions concerning this matter may be directed to P9r. Dennis
Fields at (209) 944-0244.
Sincerely,
L. A. MICHLIN
Lieutenant Commander, CEC, U. S.
