Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> operator must submit a completed application for a <br /> new permit at least 180 days before this permit <br /> expires. <br /> 3 . Permit Expiration <br /> This permit and all conditions therein will remain <br /> in effect beyond the permit expiration date if the <br /> owner or operator has submitted a timely, <br /> completed application and, through no fault of the <br /> owner or operator, the Department has not issued a <br /> new permit. <br /> 4 . Transfer of Permit <br /> This permit may be transferred to a new owner or <br /> operator only if it is modified or revoked and <br /> reissued pursuant to Section 66270. 40, Title 22 , <br /> CCR. The owner or operator shall notify the <br /> Regional Administrator of a proposed change in <br /> ownership of this facility at least 90 days prior <br /> to the date of the transfer. A copy of the <br /> notification, required under CCR, Title 22 , <br /> Section 66264 . 12 (c) , informing the new owner or <br /> operator of the requirements of this permit and <br /> CCR, Title 22 , Division 4 . 5, Chapters 14 and 20, <br /> shall be submitted to the Department. <br /> 5. Mitigation <br /> The owner or operator shall take all reasonable <br /> steps to minimize or correct any adverse impact on <br /> the environment resulting from noncompliance with <br /> this permit. , <br /> 6. Operation and Maintenance <br /> a. The facility shall be maintained at all times <br /> and operated to minimize the possibility of a <br /> fire, explosion or any unplanned sudden or <br /> nonsudden release of hazardous waste or <br /> hazardous waste constituents to air, soil, <br /> surface water or groundwater which could <br /> threaten human health or the environment. <br /> b. All equipment used at the facility to handle, <br /> transfer, pump or store hazardous wastes <br /> -5- <br />
