Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> be provided verbally within 24 hours from the time <br /> the owner or operator becomes aware of the <br /> noncompliance. The following shall be included as <br /> information which must be reported verbally within <br /> 24 hours to the Department of Toxic Substances <br /> Control, Region 1, 10151 Croydon Way, Suite 3 , <br /> Sacramento, California 95827 at (916) 855-7700. <br /> a. Information concerning a release of any <br /> hazardous waste which may cause an <br /> endangerment to public drinking water <br /> supplies. <br /> b. Information concerning any release or <br /> discharge of hazardous waste, or of fire or <br /> explosion from the facility, which could <br /> threaten human health or the environment <br /> outside the facility. The description of the <br /> occurrence and its cause shall include: <br /> (1) Name, address and telephone number of <br /> the owner or operator; <br /> (2) Name, address and telephone number of <br /> the facility; <br /> (3) Date, time and type of incident; <br /> (4) Name and quantity of material (s) <br /> involved; <br /> (5) The extent of injuries, if any; <br /> (6) An assessment of actual or potential <br /> hazard to the .environment and human <br /> health outside the facility, where this <br /> is applicable; and <br /> (7) Estimated quantity and disposition of <br /> recovered material that resulted from <br /> the incident. <br /> C. A written submission shall also be provided <br /> within five days of the time the owner or <br /> operator becomes aware of the circumstances. <br /> The written submission shall contain: a <br /> description of the noncompliance and its <br /> cause; the periods of noncompliance <br /> -8- <br />
