Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> to ensure safe, effective management of hazardous <br /> wastes. <br /> F. Recycling <br /> The owner or operator shall comply with the recyclable <br /> hazardous wastes requirements in CCR, Title 22 , <br /> Division 4 . 5, Chapter 16. <br /> G. Analysis of Waste <br /> 1. Upon the effective date of this permit, the owner <br /> or operator shall follow the written waste <br /> analysis plan as described in the approved <br /> Operation Plan. <br /> 2 . a. Prior to the storage of a particular type of <br /> hazardous waste for the first time, the owner <br /> or operator shall: <br /> (1) Conduct waste analyses (e.g. , bench <br /> scale or pilot plant scale tests) ; or <br /> (2) Obtain documented information on similar <br />' storage of similar waste under similar <br /> operating conditions. <br /> b. These tests or information shall include data <br /> pertaining to the compatibility of wastes <br /> with the container used for the storage of <br /> these wastes. <br /> C. The owner or operator shall ensure that the <br /> storage of any hazardous waste will not: <br /> (1) Generate extreme heat or pressure, fire, <br /> or explosion or violent reaction; <br /> (2) Produce uncontrolled toxic mists, fumes, <br /> dusts, or gases in sufficient quantities <br /> to threaten human health or the <br /> environment; <br /> (3) Produce uncontrolled flammable fumes or <br /> gases in sufficient quantities to pose a <br /> risk of fire or explosions; <br /> -16- <br />
