Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> 6. Arrangements with Local Authorities <br /> a. The owner or operator shall ensure that <br /> emergency response arrangements with local <br /> authorities are in effect upon the effective <br /> date of this permit. <br /> b. If local authorities refuse to enter into <br /> preparedness and prevention arrangements with <br /> the owner or operator, the owner or operator <br /> shall document this refusal in the operating <br /> record. <br /> L. Required Equipment <br /> 1. The owner or operator shall have available at the <br /> facility all required safety and emergency <br /> equipment as described in the approved Operation <br /> Plan. <br /> 2 . The facility water supply system shall be capable <br /> of providing water in adequate volume and pressure <br /> to maintain water hose streams. <br /> 3 . The owner or operator shall maintain access to <br /> communications or alarm systems specified in the <br /> approved Operation Plan. <br /> All facility communications or alarm systems, fire <br /> protection equipment, spill control equipment, and <br /> decontamination equipment shall be tested and <br /> maintained as necessary to ensure its proper <br /> operation in the time of emergency. <br /> M. Required Aisle Space <br /> The owner or operator shall maintain aisle space as <br /> needed to allow the unobstructed movement of personnel, <br /> fire protection equipment, spill control equipment, and <br /> decontamination equipment. <br /> N. Record Keeping and Reporting <br /> 1. Availability, Retention, and Disposition of <br /> -22- <br />
