INTRODUCTION <br /> This waste analysis plan has been developed using requirements as outlined by <br /> RCRA. This waste analysis plan identifies the regulatory requirements, the <br /> screening criteria for hazardous waste, a discussion of protocol for sampling <br /> and analyzing the waste streams and it identifies the areas on Rough and Ready <br /> Island where hazardous waste generation occurs. <br /> REGULATIONS <br /> 40 CFR 264. 13 is the Federal Regulations which requires the development and <br /> .implementation of a waste analysis plan. <br /> HAZARDOUS WASTE SCREENING PROCESS <br /> Figure 1 is a decision tree which is used to determine whether a material is a <br /> hazardous waste. The purpose of the screening process is to determine the <br /> methods which must be utilized when identifying and characterizing wastes . <br /> Once the material is identified as a hazardous waste a second decision tree is <br /> then utilized to characterize the waste. This decision tree is shown in <br /> Figure 2. Using this decision tree the appropriate EPA waste number can be <br /> 'Lound. <br /> SAMPLING AND ANALYSIS PROTOCOL <br /> Generally the waste stream is known so laboratory analysis for specified waste <br /> streams will not be needed. When a waste is unknown a sample will be <br /> analyzed for the following characteristics: corrosivity, bioaccumulation, <br /> toxicity, ignitability, volatile organic compounds, semi-volatile organic <br /> compounds, pesticides , PCBs, and total metals. <br /> HAZARDOUS WASTE GENERATION AREAS <br /> Building 617 - Base Auto Hobby Shop <br /> The waste stream from the base auto hobby shop consists primarily of waste <br /> engine oil from privately owned vehicles of military personnel . Sailors come <br /> to the hobby shop to change the fluids in their vehicles. Hobby shop <br /> personnel are the only persons authorized to place wastes in hazardous waste <br /> containers in the satellite accumulation area. Oily rags and oil filters are <br /> also generated by the base auto hobby shop. The waste streams from the 'base <br /> auto hobby shop do not need analysis since the motor oil does not contain <br /> PCBs. These waste streams are characterized as EPA Waste D001. <br /> Building 816 - Transportation Shop <br /> The waste stream from the transportation shop includes waste oil from vehicle <br /> maintenance, waste antifreeze from vehicle maintenance and occasionally <br /> damaged vehicle batteries. Batteries are treated as hazardous material up <br /> until the time they become damaged. The waste streams from the Transportation <br /> shop do not need analysis since the material which generated the wastes .i:; <br /> known and the motor oils do not ou ntain PCBs. These waste streams are <br /> characterized as EPA Waste D001. <br /> i <br />
