Kamrath <br /> Naval Communication Station Stockton <br /> Rough and Ready Island <br /> Stockton, CA 95203®5000 <br /> Dear Captain Kamrath: <br /> NAVAL COMMUNICATION STATION STOCKTON STORAGE FACILITY <br /> OPERATION PLAN REVIEW, NOTICE OF DEFICIENCY, SAN JOAQUIN <br /> COUNTY, EPA I.D. #CA2170024382 <br /> The Department of Health Services (DHS) received the draft <br /> Operation Plan (OP) for the Storage Facility on June 1, 1989, <br /> and has evaluated this document according to guidelines set <br /> forth in "Instructions for Preparing an Operation Plan for a <br /> Hazardous Waste Storage and/or Treatment Facility Which <br /> Involves Containers and/or Tanks Only", (March 1985) and the <br /> RCRA Part B Permit Application Checklist. As a result of this <br /> analysis, several sections of the OP were found to be <br /> incomplete. Additional information to complete these sections <br /> should be submitted by February 16, 1990. <br /> The enclosed comments identify the information necessary to <br /> bring your OP into full compliance with State and Federal <br /> requirements. Each comment is preceded by the applicable OP <br /> instructions manual number for ease of reference and the <br /> appropriate sections of Title 40 of the Code of Federal <br /> Regulations. <br /> Your response should be incorporated into the OP. Please <br /> submit the revised sections of the OP in a three ring loose <br /> leaf binder to DHS° attention at the letterhead address. <br />
