Laney and Mr. Naprawa: <br /> As part of a multi-agency effort organized by the Department of <br /> Toxic Substances Control (DTSC) , California Integrated Waste <br /> Management Board (CIWMB) staff (Brad Williams and Robert Anderson) <br /> conducted a Site Investigation, in conjunction with Mr. Ed Padilla <br /> of the Solid Waste Local Enforcement Agency (LEA, San Joaquin <br /> County Public Health Services, Environmental Health Division) , of <br /> the U. S. Naval Communications Station in Stockton California on <br /> April 19, 1993 . The site investigation was conducted pursuant to <br /> Public Resources Code (PRC) , Sections 44105 (b) and Title 14, <br /> California Code of Regulations (CCR) , Section 18083 (.a) (5) . <br /> Enclosed are two copies of a Site Investigation Report, one for <br /> your records and one to incorporate into your report to be <br /> forwarded to the California Environmental Protection Agency (Cal- <br /> EPA) and site owner. <br /> An organizational meeting held at DTSC Region I offices on 4/2/93 <br /> was conducted prior to the multi-agency investigation to share <br /> information and concerns of various Cal-EPA agencies. During the <br /> investigation, CIWMB staff visited three distinct and separate <br /> areas of the Communications Station. Staff offer the following <br /> observations : <br /> Old Landfill Site <br /> Site personnel (Bruce James, Environmental Engineer) indicated that <br /> waste" disposal activities occurred from the mid 1940s through the <br /> 1970s on the western portion of the Communications Station, located <br /> on Rough & Ready Island, along the Burns Cut-Off from the Stockton <br /> Deep Water Channel (see map) . Mr. James stated that past disposal <br /> activities included the burning and burying of various waste types <br /> in trenches . Types of waste included inert, construction, <br /> Printed on Recycled Paper-- <br />
