One 400-gallon above ground waste oil tank (further <br />described in violation 605) had no accumulation start date. Since it cannot be determined how long the waste has been <br />on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a <br />copy of the manifest to the EHD. This is a Class II violation. <br />605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br />The 400-gallon waste oil tank had a blank hazardous waste label. All hazardous waste tanks shall be marked with the <br />words "Hazardous Waste" and the accumulation start date. Immediately ensure that all hazardous waste tanks are <br />marked with the required information. This is a minor violation. <br />Overall Inspection Comments: <br />Afollow up inspection was conducted by Elena Manzo and Muniappa Naidu of the San Joaquin County <br />Environmental Health Department (EHD) on November 20, 2014, and a follow-up inspection report was issued on <br />December 3, 2014 and was mailed to the facility on December 3, 2014. The initial inspection was conducted by <br />Elena Manzo and Willy Ng of the EHD on April 15, 2014, the initial inspection report was mailed to the facility <br />owner on April 17, 2014. Violation N. 102, cited in this follow-up inspection report was also cited on the initial <br />inspection report dated April 15, 2014. Violations 403, 601, and 605 were added based on the follow-up <br />inspection conducted on November 20, 2014. Please be aware that all EHD staff time associated with follow-up <br />and failing to comply is billed at the current hourly rate ($130). Failure to submit the completed information as <br />required may result in a re-inspection, additional violations, and/or legal action. <br />Consent to perform the inspection and, take photos was given by Mr. Machado, property owner. <br />Immediately complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br />statement documenting the corrective actions for violation N. 102 (April 15, 2014 inspection report). Furthermore, <br />complete and submit a statement documenting the corrective action and any supporting paperwork for violations <br />403, 601, and 605 (December 3, 2014 inspection report) 30-days from the receipt of this inspection report. <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br />online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
