CONTAMINATED SOIL ABATEMENT <br /> And <br /> HUMAN HEALTH RISK EVALUATION REPORT <br /> Marina West Marine Services <br /> 6651 Embarcadero Drive <br /> Stockton, CA 95219 <br /> EXECUTIVE SUMMARY <br /> In July 2003, San Joaquin County authorities discovered that some soil at the site contained <br /> elevated concentrations of copper. The source of the copper was attributed to boat maintenance <br /> operations, which had deposited chips of anti-fouling paint to the ground surface. In September <br /> 2003 an initial investigation by Ground Zero Analysis, consisting of the collection and analysis of a <br /> number of soil samples, delineated the area of impact laterally and vertically. In November 2003, <br /> Ground Zero Analysis supervised the removal of approximately 20 cubic yards of impacted soil. <br /> Soil samples collected after the removal confirmed that no soil with copper concentrations above <br /> hazardous waste criteria remained. Some soil with metal concentrations above background levels <br /> does remain in place. However, a risk evaluation prepared in accordance with the procedures set <br /> forth in the Preliminary Endangerment Assessment Guidance Manual indicates that the residual <br /> metals do not pose a significant health risk to occupants of the property. No further action is <br /> recommended. <br /> 1.0 INTRODUCTION AND PURPOSE <br /> This report presents the results of the recent contaminated soil abatement and confirmation <br /> sampling activities at the subject site. This report also presents the results of a Human Health <br /> Risk Evaluation utilizing the site data. <br /> ' Elevated concentrations of copper were discovered in site soils during an inspection conducted in <br /> July 2003. Subsequent soil sampling by Ground Zero Analysis, Inc. (GZA) in September 2003 <br /> delineated the lateral and vertical extent of the significantly impacted soil. Excavation of the <br /> contaminated soil was proposed along with additional soil sampling sufficient to prepare a Human <br /> Health Risk Evaluation. On November 12, 2003, 26.7 tons of contaminated soil was excavated <br /> and confirmation soil samples were collected. This work was conducted in accordance with <br /> GZA's Workplan for Contaminated Soil Abatement and Additional Investigation dated October 2, <br /> 2003, approved by DISC in a memorandum dated October 30, 2003. This report describes the <br /> ' excavation and confirmation sampling and presents the results of a Human Health Risk <br /> Evaluation. <br /> ' 1 <br />
