This Workplan addresses the Marina West Marine Services property located <br /> at 6651 Embarcadero Dr., Stockton, California 95219. Below are informal comments <br /> and guidance based upon review of the Workplan with the understanding that a <br /> Preliminary Endangerment Assessment equivalent report, including a screening level <br /> ' Health Risk Assessment and protection of surface water and groundwater evaluation <br /> (as necessary), will be completed for the site and submitted to DTSC (see <br /> www.dtsc.ca.gov/database/Publications/prog forms and pubs.cfm?prop=site mit for <br /> ' the Preliminary Endangerment Assessment Guidance Manual). <br /> 1) DTSC does not rely on literature references for determination of background <br /> ' inorganic (metal) concentrations in soil. DTSC relies upon proven regional <br /> background sampling or site specific background samples. Site-specific <br /> background soil concentrations can be addressed in one of two ways: 1) <br /> Collecting a minimum of three, ideally four background samples during site <br /> assessment, removal or confirmation sample collection following excavation of <br /> impacted soil, with subsequent comparison of confirmation samples to <br /> ' background data; or, 2) Confirmation sampling data can be evaluated to <br /> determine the cumulative risk and hazard, and evaluated for protectiveness of <br /> ' surface water and groundwater employing the Designated Level Methodology <br /> (see www.swrcb.ca.gov/rwgcb5/available documents/dim.pdf for Methodology <br /> outline). The proposed location for background samples should be provided to <br /> ' DTSC for review prior to conducting the sampling. <br /> The energy challenge facing California is real.
