This report also contains an evaluation of the potential
aquatic toxicity of the anthropogenic soluble copper remaining in site soil. This report is a
supplement to the report entitled Contaminated Soil Abatement and Human Health Risk Evaluation
Report (PEA Equivalent Document) prepared by Ground Zero Analysis and submitted to the Dept.
of Toxic Substances Control on March 4,2004.
BACKGROUND
Marina West Marine Services ("Marina West") formerly leased property on the south levee of the
Village West Marina, located on Fourteenmile Slough in Stockton, California (Figure 1). Marina
West conducted boat repair and maintenance. As part of their repair and maintenance work, boat
hulls were sometimes pressure-washed, resulting in the deposit of copper-based anti-fouling paint
chips to the surface. The boat repair service is no longer in operation. An inspection and soil
sampling by San Joaquin County Environmental Health Department in 2003 discovered high
concentrations of copper in surface soil.
Pre-Excavation Soil Sampling
In order to obtain baseline information on the magnitude and the lateral and vertical extent of soil
contamination, Ground Zero personnel inspected the site and collected thirteen soil samples on
September 26, 2003. Paint chips were visually observed along a narrow strip of soil on the south
G:\GROUNDZE\MARINA\ViflageWest\Aquatoxtpt.doc
