Managed a hazardous waste without an EPA ID number. This is a <br /> repeat violation. <br /> This facility does not have a valid EPA ID number to manage RCRA hazardous waste. <br /> A hazardous waste generator shall not treat, store, dispose of, transport or offer for transportation, hazardous <br /> waste without an EPA ID number. <br /> Immediately obtain an EPA ID number to manage RCRA hazardous waste and submit evidence <br /> to the EHD by June 3, 2016 <br /> Violation 105, CCR 66262.11. Failed to determine if a waste is a hazardous waste. This is a repeat <br /> violation. <br /> This facility has the items below onsite that they have failed to determine if the waste is a hazardous waste. A <br /> person who generates a waste, as defined in section 66261.2, shall determine if that waste is a hazardous <br /> waste When asked what was in the drums below, the owner, Leon Bowler stated that they had the contents <br /> listed somewhere. He was unable to produce any paper identifying the drums, however, on the fifth <br /> inspection day (October 12) he and his employees began opening every drum to attempt to identify the <br /> contents. <br /> Lab <br /> • Two (2) 1-gallon leaking containers labeled "Foam-0-Gel-Foamy Oven Cleaner" <br /> • Pile of white powdery substance (approximately 1 cup) on a chemical shelf next to 1-gallon container <br /> labeled Amorriatic Acid <br /> • One (1) cardboard box on the floor leaking an unknown substance <br /> • Apparent chemical staining in the lab sink with a hose laying inside it <br /> West Entrance <br /> • One (1) 55-gallon black metal drum with a faded "deodorized kerosene" label <br /> Yard (South) <br /> 0 At least 16 5-gallon buckets with waste paint inside <br />
