A <br />follow up inspection was performed on November 24, 2008. After the inspection and the <br />review of the RTC, The San Joaquin County Environmental Health Department (EHD) <br />has determined that Violations # 6, 12, 75, 76, and 77 have been corrected. The response <br />indicated that, the buckets with oily debris, in Violation # 20 has been removed. It is not <br />clear what was done with the oily debris. Submit further information regarding disposal <br />of the oily debris <br />The EHD needs further information and the following items corrected: <br />During the follow up inspection the disposal record for used antifreeze was not available. <br />It was also indicated that the anti freeze was mixed with used oil. This is a violation of <br />Health and Safety Code section 25250.7, contamination of used oil with hazardous waste. <br />Immediately, cease to mix antifreeze with used oil. Submit disposal records for the waste <br />antifreeze to this office immediately. <br />Numerous fresh leaks and stains were observed at various part of the facility (The tippers <br />were leaking, leak in the heavy equipment maintenance area). Facility is not maintained <br />to minimize the release of hazardous waste. Immediately, clean the areas free of any <br />stains and make appropriate repairs in the equipment to avoid further occurrences. <br />It was observed that the secondary containment area has been pressure washed and the <br />waste generated was drained into an underground tank for storage. Immediately, cease to <br />pressure wash the secondary containment area and use the facility's contingency plan to <br />clean up the spill in the containment. Also, comply with Title 23 California Code of <br />Regulation section 2620 (b) underground storage tank regulation for the underground <br />tank. <br />Please provide the requested information. Failure to comply with the hazardous waste <br />regulations will result in continuing/additional violations.
