NARRATXVE <br /> I. INTRODUCTION <br /> A. BACKGROUND <br /> Congress established a significant policy pertaining to hazardous waste <br /> management with the passage of the Hazardous and Solid Waste <br /> Amendments (HSWA) in 1984 to the Resource Conservation and Recovery <br /> Act (RCRA), ratified in 1976. Congress declared that the reduction or <br /> elimination of hazardous waste generation at the source takes precedence <br /> over the management of hazardous waste. after generation. Congress's <br /> national policy declared that when feasible, the generation of hazardous <br /> waste be reduced or eliminated as expeditiously as possible by hazardous <br /> waste generators. Congress further stated that pollution not reduced at <br /> the source be environmentally recycled when feasible. Thus a hierarchy <br /> of hazardous waste management options was established in descending <br /> order of preference: prevention, recycling, treatment, and land disposal <br /> as the last resort. <br /> In 1989, The State of California enacted the Hazardous Waste Source <br /> Reduction and Management Review Act (commonly referred to as Senate <br /> Bill, SB 14 - Source Reduction Plan) found in Title 22 California Code of <br /> Regulations Section 67100. SB 14 requires industries that annually <br /> generate more than 12,000 kilograms (kg) or 26,400 pounds (lb) of <br /> hazardous waste or more than 12 kg or 26 Ib of extremely hazardous <br /> waste, to complete a Source Reduction Evaluation Review and Plan (Plan), <br /> Hazardous Waste Management Performance Report (Report), and a <br /> Summary Progress Report (SPR). <br /> The Act requires generators of hazardous waste to evaluate their <br /> hazardous waste generating processes for source reduction potential and <br /> report current waste management procedures. SB 14 was created to <br /> require industries to reduce the generation of hazardous waste <br /> management information for likely review by the state and local <br /> authorities.
