MAINTENANCE HAZARDOUS WASTE MANUAL <br />Chapter 3 <br />Page 30 <br />3.00 Disposal of Hazardous Waste <br />Generally speaking, disposal of the hazardous waste that Caltrans generates can be <br />accomplished through three methods: <br />A. Recycling. <br />B. Incineration through approved methods at authorized commercial facilities. <br />C. Burial at an approved landfill. <br />3.01 Contract for Hazardous Waste Disposal <br />A. The disposal of hazardous waste must be accomplished through the services of a <br />properly licensed and qualified contractor. <br />B. Caltrans will contract with a licensed and qualified contractor to handle Caltrans <br />generated hazardous waste. The contractor must be able to identify, neutralize, solidify <br />and treat materials as necessary to provide proper storage, transport, and disposal of <br />hazardous waste to an approved facility. Caltrans may handle the disposal of materials <br />identified as non -hazardous. (See Appendix A: Hazardous Waste Label, Storage and <br />Disposal.) <br />C. The contractor shall have proper permits and necessary licenses to transport and handle <br />hazardous waste. <br />D. The contractor shall comply with all Federal, State, and Local Regulatory agencies' <br />requirements for proper handling, storage and disposal of hazardous waste. <br />3.02 Transportation of Hazardous Waste by Contractors. <br />A. The transportation of hazardous waste is also regulated under the Hazardous Waste <br />Control Law. Compliance with these regulations is the responsibility of both the <br />generator (Caltrans) and the transporter of the hazardous waste. The regulations are <br />carefully written to eliminate any excuse of being unaware of the law. Violations may <br />expose Caltrans and /or the responsible person to a fine and/or criminal prosecution. <br />B. When Caltrans contracts to transport hazardous waste from the Maintenance Station for <br />disposal, Caltrans must determine that: <br />1. The contractor has a valid registration with the Department of Toxic Substances <br />Control (DTSC) as a hazardous waste handler. The vehicle used to transport the <br />hazardous waste has been inspected by the CHP and has a current Certificate of <br />Compliance in the vehicle. <br />2. The contractor and transporter personnel must have met all required Federal and <br />State Training Requirements. <br />3. A properly completed Uniform Waste Manifest accompanies each shipment. <br />July 2018 <br />
