MAINTENANCE HAZARDOUS WASTE MANUAL <br />Chapter 3 <br />Page 32 <br />3.03 Uniform Hazardous Waste Manifest <br />A. The Uniform Hazardous Waste Manifest (manifest) is used by the regulators, generators, <br />(Caltrans), transporter, Treatment Storage Disposal Facility (TSDF), disposer, recycler, <br />etc. to track the movement and disposal of hazardous waste. A manifest must accompany <br />each shipment of waste. <br />B. As the hazardous waste generator, Caltrans must assure the completeness of each <br />manifest. The manifest contains specific information about the waste material and its <br />disposal destination. Although the transporter may fill in the manifest, the generator is <br />responsible and liable if the information is not correct. <br />C. Instructions for the completion of the manifest are included in this manual. (See <br />Appendix C: Hazardous Waste Manifest, Log, and Inspection Forms.) <br />3.04 Uniform Hazardous Waste Manifest File <br />A. The law requires that the generator keep a complete and well-maintained manifest file. <br />The District Hazmat Manager (DHM) will normally keep the original copy of the <br />manifests in the District Office. <br />B. The files shall contain two copies of each manifest: <br />1. The original or a photocopy that was signed when the waste was shipped. <br />2. The returned copy from the Treatment Storage Disposal Facility (TSDF). If the <br />confirming copy from the disposal facility is not returned to Caltrans within 30 <br />days, investigation for possible problems to find out what happened is <br />necessary. This can be accomplished by placing a direct call to the TSDF and <br />making standard inquires. <br />C. Hazardous waste shipped off site, utilizing the modified manifest procedure (used for <br />waste oil, solvents, and petroleum products) requires that receipts be kept on file for <br />the purpose of tax payment and to identify waste streams. The DHM will be <br />responsible for maintaining this file at the District Office <br />July 2018 <br />
