MAINTENANCE HAZARDO US WASTE MANUAL <br />Chapter 3 <br />Page 36 <br />3.05 Environmental Protection Agency (EPA) Number <br />A. The Environmental Protection Agency (EPA) requires and assigns EPA numbers. An <br />EPA Identification Number must be assigned to each facility that generates hazardous <br />waste. The DHM obtains these numbers. <br />B. This EPA number must be shown on Item Number 1 of the Hazardous Waste Manifest. <br />C. For each specific site location assigned an EPA ID Number where records are maintained <br />at the facility, there must be a log listing the manifest document numbers used at that <br />facility. <br />D. With each manifest, copies of any laboratory reports, MSDS, Land Disposal Restriction's <br />(LDR's), or any other waste stream or profile, which accompanies the shipment, shall be <br />attached to our copy of the manifest and be kept with the file. The complete manifest file <br />must be available for inspection by the California Department of Toxic Substances <br />Control (DTSC) and other regulatory agencies upon reasonable request. <br />3.06 Documentation and Record Keeping <br />A. The retention of all records regarding the disposal of Caltrans hazardous waste is <br />extremely important. These records are needed for the tracking of waste streams and tax <br />payment. Legally, the following records shall be retained for thirty six months to date: <br />1. copies of manifests <br />2. annual manifest reports <br />3. hazardous waste determination records <br />4. any other required records <br />B. Though the law requires record retention of only thirty six months to date, the <br />Maintenance Program's recommendations are that records be kept for a period of ten (10) <br />years for the protection of the Department. Caltrans uses only registered disposal sites. <br />However, hazardous waste disposal sites may go out of business. When this occurs, <br />businesses that dispose of materials at the site may be held liable for environmental clean <br />up. Caltrans may avoid paying for more than its share if it can prove the amount of waste <br />sent during the time in question. Manifests are the best method to prove how much waste <br />was sent to a site. <br />July 2018 <br />
