Personnel must be familiar with the use of the spilled material and must be knowledgeable of the <br />items discussed at the First Responder Awareness (FRA) and First Responder Operations (FRO) <br />hazardous materiaUwaste training classes. These items are as follows: <br />e Health risks associated with spilled material <br />O Physical hazards associated with the spilled material <br />o Personal Protective Equipment (PPE) requirements <br />® Site Safety Plan (must be prepared prior to cleanup for any incident) <br />® Drum and container handling techniques <br />® Decontamination requirements and procedures <br />• Proper work procedures <br />4 Medical Monitoring Procedures <br />s Site access control procedures and zones <br />* Site organization (roles and responsibilities) <br />• Transport and disposal requirements of the removed, contaminated material(s) <br />® Emergency action plan and alarm system <br />• Spill containment plan <br />All of the above mentioned items need to be considered and documented prior to any <br />containment or mitigation activities associated with hazardous material/waste. In every <br />response, the Caltrans employee in charge small ensure that all necessary precautions are taken at <br />the mitigation site, including preparation of the required Roadside Spill Site Safety Plan, <br />Appendix C or the Site Specific Safety Plan, Appendix D. The Site Specific Plan will be used' <br />for a large spill; the Emergency Response Contractor will complete this plan when doing the <br />mitigation. If it is a small spill and a known contaminate of the above-mentioned materials, the <br />Caltrans employee in charge at scene will fit out the Roadside Site Safety Plan. <br />A small spill is one 55 -gallon drum or less of hazardous material/waste. <br />A large spill is more than one 55 -gallon drum of hazardous material/waste. <br />Hazardous material/waste trained personnel are authorized to wear level C and D personal <br />protective equipment. At least two hazardous material/waste trained personnel shall be <br />dispatched for respond to any hazardous material/waste incident regardless how insignificant it <br />may have been reported. Remember the use of the "Buddy System" is mandatory for all entries <br />into a spill site. <br />Mitigation of an unknown hazardous material spill requires personnel trained at the Hazardous <br />Material Technician or Specialist level.. It is District 10 policy to mitigate unknown hazardous <br />material spills utilizing the services of an Emergency Response Contractor. <br />8 <br />
