State of c6foraia <br />►i <br />Business Transportation and Housing Agency <br />To: All Division of Equipment Superintendents Date: August 22, 2002 <br />File: Mob-Hazcorn02 <br />From: Department of Transportation <br />Division of Equipment <br />Subject: Hazardous Communication Program <br />The purpose of this memorandum is to reaffirm the Caltrans Hazardous Materials Communication <br />Program. Cal-Osha law and Caltrans policy chapter sixteen of the safety manual dictate our <br />requirements. <br />• All employees who work with hazardous materials shall receive HAZCOM training every <br />I= years. (HQ's will work to provide training) <br />• Employees shall receive training on all hazardous materials to which they may be exposed. <br />• All employees shall have immediate access to the MSDS for any product used in the <br />workplace. <br />• All containers containing hazardous materials shall be properly labeled. <br />• Caltrans (DOE) must be able to provide an inventory list for all hazardous materials available <br />for each Shop, Sub -Shop and Field Mechanic location. DOE must also maintain accurate <br />MSDS records for each of these locations. <br />After reviewing the above requirements, the Division of Equipment will implement a plan to <br />reduce the hazardous materials that our employees use in the workplace. Due to inconsistencies <br />throughout the department, all shops will send me a list of the iproducts they feel are imperative <br />for their shop operation no later than October 1t 2002. We will then provide a list of approved <br />products. HQ's will compile the approved products MSDS and distribute throughout the <br />Division. Anyone who deviates from this list will be required to update the inventory fist, provide <br />the proper training and MSDS, and document this process. Having an approved product list will <br />significantly reduce the amount of record keeping, training and manger liability for the HAZCOM <br />program. If you do not send a list, your shops operational needs may be overlooked.
