Hazmat First Responder Awareness <br />Course Goal and Objectives. <br />Welcome & Course Overview <br />PurposelGoid. To train first responders to recognize a hazardous materials <br />incident and implement actions to protect themselves and the <br />public from harm. <br />At the conclusion of this course, participants will be able to <br />achieve all of the following objectives through completion of a <br />state certified exam meeting listed performance standards: <br />Objectives: Identify the course purpose, scope, and applicable plans and <br />regulations. <br />State the responsibilities of the first responder at the awareness <br />level. <br />Define the term "hazardous materials"; identify how hazardous <br />materials can harm people, the environment and property; and <br />state the role of the First Responder at the Awareness level as <br />defined by the Hazwoper regulation. <br />Recognize a Hazmat incident through basic clues, warning <br />signs, placards, labels, shipping papers, and material safety data <br />sheets; identify, from a safe distance, the hazardous <br />substance(s) present at the incident; understand the need for a <br />positive safety attitude; and, describe a safe approach to a <br />Hazmat incident. <br />Describe first responder awareness actions, understanding the <br />need for responder safety, isolation of the incident scene, the <br />need for additional resources and making required <br />notifications. <br />Identify the purpose and need to safely initiate command; cite <br />basic identification and assessment techniques; demonstrate the <br />use of the Department of Transportation Emergency Response <br />Guidebook (current DOT ERG) for basic action planning. <br />0 State of California — (OESICSTI) 1999 Page A-6 Revised.
