secondary containment structure or any release of hazardous waste or accumulated <br />liquid in the secondary containment system within 24 hours, or at the earliest practicable <br />time if the existing detection technology or site conditions will not allow detection of a <br />release within 24 hours. <br />The tank is constructed as a UL Listed double containment tank with the secondary containment <br />space rated to contain 110 percent of the tank's rated contents according to the tank <br />manufacturer. The tank is located indoors and is not exposed to precipitation. Overflow from <br />the inner (product) tank spills directly into the outer (secondary containment) tank. Once the <br />secondary tank is full, product will displace out the vent pipe and any open ports on the top of <br />the tank. <br />The description and evaluation of leak detection procedures of the waste oil AST secondary <br />containment and ancillary equipment are provided in Section 2.4. Daily visual inspection <br />procedures of the waste oil AST secondary containment and ancillary equipment provide leak <br />detection generally within 24 hours. <br />2.8 Hazardous Characteristics of the Waste(s) that have been or will be Handled <br />The waste material observed to be handled by the tank system is used oil from vehicle <br />servicing. According to Mr. Mark Myers, the Store Manager, used oil is the only material the <br />tank received. <br />2.9 Initial Tank Installation Certification <br />Prior to placing a new tank system or component in use, an independent, qualified installation <br />inspector or an independent, qualified professional engineer (registered in California), either of <br />whom is trained and experienced in the proper installation of tank systems, shall inspect the <br />system or component for the presence of any of the following items and document in writing the <br />results of the inspection. <br />According to the attached email correspondence, the tank system manufacturer did not perform <br />an initial installation inspection or certification. The facility had no records documenting the <br />initial inspection and as of the date of this report, Apex was unable to identify any <br />documentation of an initial tank installation certification. <br />2.9.1 Weld Cracks or Breaks <br />No weld cracks or breaks were observed. <br />Above Ground Storage Tank Professional Engineer Certification Page 5 <br />
