You explained that hazardous waste barrels are labeled at the time they are put into the drum storage area. The inspector said that each barrel must be labeled at the moment waste is first placed in the barrels. In the satellite drum station next to the oil water separators, the inspector observed three unlabeled barrels which you said contained sludge from retorts #1-#4 . 2 . Title 22 , Cal. Code Regs. , section 67105 (a) (2) , in that on or about June 18, 1990, M & B' s training plan listed an employee who is no longer working for M & B as the hazardous waste training instructor. During the Departmental review of the training records on June 18 , 1990, the inspector observed that Lon Kitagawa was listed as the training instructor.
