PRESERVING <br /> February 17 , 1989 <br /> SUBJECT: Cleanup of Contaminated Soil from January 10 , 1989 <br /> Spill of Oil-Pentachlorophenol Treating Solution <br /> (See Attached January 17 , 1989 Spill Report) . <br /> Cleanup of the contaminated soil resulting from the January <br /> 10 , 1989 spill of oil-pentachlorophenol treating solution <br /> at McCormick & Baxter' s Stockton site ( see attached Spill <br /> Report of January 10 , 1989) has been completed. <br /> Since the soil that was freshly contaminated was visually <br /> identifiable, cleanup was continued to a depth such that <br /> all visibly freshly contaminated soil was removed. Because <br /> the spill occurred in an area that was previously contaminated <br /> from decades of past practices, post cleanup soil samples <br /> as a method of verifying that cleanup had been achieved were <br /> judged to be less effective than visual examination, and <br /> none were taken. Additionally, since it is known that the <br /> entire 29 acre site is contaminated in varying degrees, it <br /> did not seem a prudent use of available environmental funds <br /> to simply reascertain the fact that previous contamination <br /> exists in the area of the spill. <br /> All contaminated soil from cleanup operations has been properly <br /> labelled, logged, and stored as hazardous waste on site in <br /> the permitted hazardous waste storage facility. <br /> Arrangements are currently being made to dispose of the cont- <br /> aminated soil properly as a hazardous waste by landfilling <br /> or incineration.
