XX;%: Y SPECIFIC SPILL GENCY PROCEDURES FOR LF--.KS MPILLS OF `LATER I ALS i i :1 Upon discovery of a spill or leak in drum storage area, oil; waste tank i and/or other parts of plant's process and waste handling systems, the following proceJ:,re will be followed: I 1. Emergency Coordinator will be notified giving the following ' information: o Time and location of spill i i i o Location of nearest water and drains o Amount of spill o Spilled material composition (oil, penta, creosote, ACA, etc.) o Spilled material type (liquid, solid, or sludge). o Existing weather conditions 2. The Emergency Coordinator will immediately dispatch the Facil- ity Spill Response Team for cleanup and prevention of further . spill. 3. The Facility Spill Response Team will take necessary actions to contain, clean up, "and properly dispose of the hazardous waste material. o Wear protective clothing. o Contain the spill. For small slow leaks, such as a leak in the concrete oily waste tank or leaking drum, use absorbent material. For larger spills,: such as a spilled drum, provide temporary diking and diversions. o Stop the spill source . if possible. For leaking piping, close valves and turn off pumps. Place leaking drums in- over-pack drums. For oily waste tank leaks, bypass and transfer wastes to another cell. = o Clean up the spill. Use absorptive material, shovels, pumps, and equipment to transfer the spill to drums or back to a process for recycle. o Clean up spill equipment. Clean all spill equipment and protective clothing. Dispose of contaminated protective clothing. 4. The Emergency Coordinator will seek assistance from general office forces, cleanup contractors, and state and Federal agen- cies if required. 5. The Emergency Coordinator will notify the Environmentai`Coor- dinator reporting the situation and obtain additional instruc- tions. SFR18/078 /�-
