Process Chemical: Diesel Fuel
Solvent 19 Oil Pentachlorophenol
Pentachlorophenol 7% penta solution
4. Time of Incident: 1515 (approximate)
5. Date of Incident: January 10, 1989
6. Quantity: (estimated) 2,000 gallons released
(estimated) 97 gallons in soil (see attached)
On January 10, 1989, at the above facility, a process spill of oil penta
occurred in the area of treating cylinder #5 (retort 5) . At approximately
3:15 PM, the hydraulically operated retort door was opened by the Fireman
(Syed Shah) and the Doorman (Albert Ramirez) . A sudden release of oil-penta,
indicating that the retort had not been completely emptied, filled up the
concrete sump in front of the retort. By the time the door was forced
closed, the sump had overflowed. The oil proceeded in a westerly direction,
over a soil base under tt-ie retort, to the rear concrete sump. All of the
released oil was contained in the area directly under retort 5.
Cleanup was implemented immediately after the retort door was closed. The
front sump was pumped out to the rear sump. The free flowing oil under the
retort was pumped back into the retort through an opening on top of the
retort. Unreclaimed oil under the retort was cleaned up and put into drums
and labeled hazardous waste.
