Spill Prevention, Control, and Countermeasure Plan <br />Swift Transportatlon, Inc. — Lathrop, California <br />-^ENSAFE Section 14 Bulk Storage Tanks/secondary Containment <br />February 1016 <br />14.4 BULK STORAGE TANKS/ SECONDARY CONTAINMENT <br />1.4.1 Tank Compatibility with Its Contents <br />112.8(c)(1): You must not use a container for the storage of oil unless its material and construction are compatible with <br />the material stored and conditions of storage such as pressure and temperature. <br />The ASTs, containers, and drums used onsite are made of materials (i.e., steel) that are <br />compatible with the storage containers' contents (i.e., diesel fuel, new and used oil), and <br />therefore, conform to the relevant industry standard (NF PA 30 Flammable and Combustible Liquids <br />Code Section 21.4.1.1). <br />14.2 Diked -Area Construction and Containment Volume for Storage Tanks <br />112.8(c)(2), You must construct all bulk storage container installations (except mobile refuelers and other <br />non -transportation related tank trucks) so that you provide a secondary means of containment for the entire capacity of <br />the largest single container and sufficient freeboard to contain precipitation. You must ensure that diked areas are <br />sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly employed for this <br />purpose. You may also use an alternative system consisting of a drainage trench enclosure that must be arranged so <br />that any discharge will terminate and be safely confined in a facility catchment basin or holding pond. <br />The SPCC rules are based on container capacity rather than the amount of oil maintained in the <br />container. All oil storage containers 55 gallons and greater must have adequate <br />secondary containment. Reference Appendix A for information regarding secondary containment <br />deficiencies. <br />The four ASTs are shop -fabricated double -walled ASTs with the ability to contain the entire <br />contents of each internal primary tank. <br />Petroleum -containing 55 -gallon drums are presently stored both inside the service building and <br />outside in a storage trailer. <br />14.2.1 Freeboard Determination <br />There are no diked storage areas exposed to rainwater at the terminal, therefore, no drainage or <br />inspections from diked storage areas is required. <br />14.2.2 Adequacy of Secondary Containment <br />Ali ASTs on the terminal are doubled -walled, which provides adequate secondary containment. <br />The 55 -gallon petroleum product drums in the service building are all set on spill control pallets and <br />the building Itself provides limited secondary containment in the form of an impervious <br />concrete floor, <br />14-1 <br />
