a <br />E <br />Spill Prevention, Control, and Countermeasure Plan <br />Swift Transportation, Inc. -- Lathrop, California <br />^~ .ENSAFF Section 14' Bulk Storage Tanks/Secondary Containment <br />February 2016 <br />14.11 Appropriate Position of Mobile or Portable Oil Storage Tanks <br />112.8(c)(11), You must position or locate mobile or portable oil storage containers to prevent a discharge as described in <br />§112.1(b). Except for mobile refuelers and other non -transportation -related tank trucks, you must furnish a <br />secondary means of containment, such as a dike or catchment basin, sufficient to contain the capacity of the <br />largest single compartment or container with sufficient freeboard to contain precipitation_ <br />Swift does not have mobile oil -storage containers, except for petroleum products in 55 -gallon <br />drums. There are six 55 -gallon drums containing petroleum products, four in the service building <br />and two in the storage trailer. Petroleum -containing 55 -gallon drums in the service building are set <br />on secondary containment structures, however, those in the storage trailer are not, as noted in the <br />regulatory deficiencies listed in Appendix A and Table 3-1. Spill control kits are located at the <br />fueling island and the service building. Secondary containment is required for all drums, and can <br />be provided with spill containment pallets, berms, or self -enclosed bins. <br />14-7 <br />
