GEOTECHNICAL & ENVIRONMENTAL ENGINEERING — CONSTRUCTION TESTING & INSPECTION May 11, 2011 Mr. John Breuss Swift Transportation Co., Inc. 901 D'Arcy Parkway Lathrop, CA 95330 Dear Mr. Breuss, TES #21097.001 Invoice #76205 In accordance with your request, Kent Baucher of our firm and Michael Jundt, S.E. of Associated Design and Engineering provided an inspection of your above ground oil storage tank on February 22, 2011. The inspection was performed in accordance with the requirements of the Steel Tank Institute document, STI SP001, and CCR Section 66265.191. A description of the tank inspected and a summary of the conditions follows. There is one horizontal cylindrical tank placed on the north side of the maintenance building. The steel tank is 3,000 gallon capacity, split into two separate 1,500 gallon sections. The tank is double wall to provide secondary containment. The two interior tank sections hold waste oil on one side and new SAE 15W-40 H. D. Motor oil on the other side. Per the identification tags on the tank, it was fabricated in December 1999 per UL 142 and STI F921 requirements. In accordance with UL 142, the minimum shell thickness must be 0.167". The manhole cover on the used oil tank was removed to check the shell thickness of the inner tank. Four readings were obtained from the inside of the tank around the manhole using an ultrasonic thickness gauge. The thickness readings were 0.186", 0.188", 0.187", and 0.189", which exceed the minimum required by UL 142, Table 13.1 of 0.167". Ultrasonic thickness readings were also obtained on the outside of the secondary containment shell and heads. The thicknesses measured are as follows: Used oil head 0.186", 0.187" Used oil shell 0.145", 0.146", 0.152", 0.149" New oil shell 0.146", 0.159", 0.151", 0.144" New oil head 0.186", 0.187" The secondary containment shell meets the minimum thickness requirements of 0.123" per UL 142 Table 13.1 for diameter of less than 64". UL 142 Section 13. 1.1 states "A horizontal tank shall not exceed either the maximum capacity or the diameter for the corresponding thickness of steel specified in Table 13.1." The tank secondary containment shell meets this requirement. The outside dimensions of this tank measure approximately 222" long x 63.75" diameter. The tank appears to be in good condition with no visible damage or leaks. There was also no visible indication that the tank was damaged, repaired or altered. CORPORATE OFFICE — 4539 N.
