San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sjgov.org/ehd <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ATEICHERT& SON INC 120 FRANK WEST CIR STOCKTON September 11 2015 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> Oily staining was observed on the west side wall of the oil tanks, on the ground around the bottom of the tanks, and <br /> on the shelving near the tanks. According to Mr. Schamaun and Mr. Mike Fouts, this is most likely caused during the <br /> filling of equipment from the tanks. Facilities shall be maintained and operated to minimize the possibility of a fire, <br /> explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately stop the oil leakage or spray, clean all stained areas, and manage according to Title 22 <br /> hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br /> managed. <br /> This is a minor violation. <br /> 407 CCR 66261.7(f) Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> A 120 gallon mobile blue used oil storage container was observed empty with no empty labeling. The container was <br /> observed with a hazardous waste label marked with the words"emptied weekly" instead of an accumulation start date. <br /> Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were <br /> emptied and managed within one year of being emptied. Immediately mark and manage all empty containers per this <br /> section. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 11, 2015. <br /> Note: According to a July 27, 2015 work order from Johnson Petroleum Construction, Inc., diesel fuel removed <br /> from the diesel STP sump was placed in the used oil tank for disposal. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
