0 <br />Pacific Coast Producers headquarters is located at 631 N. Cluff Ave., Lodi, CA <br />95242. The president of the company is Larry Clay. The Central California <br />Pacific Coast Producers Plant is located at 32 E. Tokay St., Lodi, CA. The plant <br />manager is Al Saldanao, and the person directly responsible for hazardous waste <br />management at this location is Jaime Garcia. <br />IV. BACKGROUND: <br />On March 1, 1988, PHS-EHD investigated a complaint alleging illegal disposal of <br />hazardous waste at Pacific Coast Producers. The complaint could not be <br />validated, but as a result of the inspection, Pacific Coast Producers was placed on <br />the hazardous waste generator list. On September 22, 1988, PHS-EHD <br />investigated another complaint alleging illegal disposal of hazardous waste into a <br />dumpster. An inspection was conducted and the complaint could not be validated. <br />On October 28, 1992, a routine hazardous waste generator inspection was <br />conducted by Eric Trevena and Pam Violett. The following violations were noted <br />as a result of the inspection.: <br />1. Two drums of solvent were stored in containers without labels. <br />2. Personnel involved in pouring hazardous waste into containers did not have <br />immediate access to an internal alarm or communication device. <br />3. Waste oil was stored in a container without a label. <br />4. A drum labeled as hazardous waste did not have the date of accumulation <br />on it. <br />5. The contingency plan lacked current telephone numbers including the State <br />Office of Emergency Services. <br />6. The list of emergency equipment indicated in the contingency plan did not <br />include a brief outline of its capabilities. <br />7. Personnel training in hazardous waste management procedures was <br />inadequate. <br />8. A copy of the 1990 biennial report could not be located. <br />On January 22, 1993, PHS-EHD received a certification statement from Pacific <br />Coast Producers addressing the violations noted during the October 28, 1992 <br />inspection. <br />2 <br />
