Mr. Meyers then led us to the explosion proof mixing room. This room is located <br />in the extreme southeast corner of the can plant. Hazardous materials and <br />hazardous wastes are stored within this room. Since the last inspection, an alarm <br />button has been installed on the west wall that is connected to an audible and <br />visual alarm outside the room. Inside this room, I observed two drums labeled as <br />hazardous waste that had accumulation start dates of May 11, 1993 and April 16, <br />1993. As we exited the room, I asked Mr. Meyers if there was any <br />decontamination equipment located in the room. He pointed over to the wall <br />next to the coater. The eye wash was located approximately 70 feet away on the <br />south wall of the can plant. <br />Mr. Meyers then led us to the "press" department where the ends of the cans are <br />attached to the can bodies with an adhesive material. <br />Adjacent to the press department is the "assembly" department. At this location, <br />a solvent wastestream is generated from the cleaning of machines and from <br />cleaning a series of chains used to catch enamel overspray. <br />We then went outside to an area where forklifts are maintained. Next to the west <br />wall of the forklift shop was a blue 55 gallon drum containing what Mr. Williams <br />identified as waste crankcase oil. This drum did not have a hazardous waste label. <br />Another hazardous materials and hazardous waste storage area is located outside <br />the forklift shop. At this location, I observed a drum of hazardous waste, <br />containing Methyl Isobutyl Ketone, Xylene. This drum did not have a start date <br />of accumulation identified on it. <br />Ms. Violett and I returned to Mr. Williams' office to review hazardous waste <br />manifests, contingency plans, employee training records, hazardous waste <br />reduction plan, etc. When we arrived at Mr. Williams' office, we were introduced <br />to Boyd Stevens, Director of Technical Services. <br />Ms. Violett reviewed the hazardous waste manifests and determined 19.2 tons of <br />hazardous waste was manifested offsite in 1992. Ms. Violett noted several land <br />disposal restriction notification forms were lacking for several manifests including <br />#91681491. When asked, Mr. Boyd explained the waste oil generated at this <br />address is taken to the forklift shop that Pacific Coast Producers owns at 941 S. <br />Stockton St. Mr. Boyd furnished several manifests for waste oil disposal from <br />Evergreen Environmental Services, 6880 Smith Ave., Newark, CA 94560. In 1992, <br />7.1 tons of waste oil was removed from 99941 S. Stockton St. Mr. Boyd was <br />unable to determine how much of this waste was actually generated at 835 S. <br />Stockton St. or the quantity of oil generated from motor vehicles versus <br />machinery. <br />When asked, Mr. Boyd explained Pacific Coast Producers does not have a formal <br />hazardous waste minimization plan. <br />5 <br />
