Box 2009
Stockton CA 95201
Re: SC Grade Asphalt Tank
Dear Mr. Favila:
As per our telephone conversation on April 10, 1989 requesting
an extension for compliance on the underground SC Grade
asphalt tank test at our 30350 South Tracy Blvd. , Tracy
Aggregate Plant I have not received any response from your
department. However, during this time we have been
investigating, along with our tank tester, available
technologies to test this tank.
Tank testing equipment has been designed to test liquids that
have a relatively low viscosity which can be circulated to
obtain an even temperature throughout the tank. Asphalt is
stored at temperatures ranging from 160 to 210 degrees
Fahrenheit. Testing equipment is not designed to be used at
these high temperatures. The viscosity of asphalt at 140
degrees is about 250 to 500 centistokes, circulating this
product would be difficult unless the product is heated to a
very high temperature which would damage the testing
equipment.
We have been sincere in our efforts in searching for available
technologies to test this tank and have found no such
equipment. We therefore request that the annual tank testing
be waived and that we be allowed to use a monthly vadose gas
testing program to monitor this tank. We believe this
monitoring method would be more than adequate for detecting
any loss of material from this tank.
