c. Pumps. <br /> (1 ) Remote pumping system utilizing submerged transfer pumps (STP°s) <br /> to transport product must be equipped with pipeline leak detector on <br /> discharge side of pump capable of interrupting product flow if there is a <br /> drop in pressure`in the delivery line. <br /> (2) Section pumping systems have built-in leak detection <br /> capabilities but, for effective leak detection, the only check valve in the <br /> line must be at the tank. <br /> 3. TEMPORARY OR PERMANENT FACILITY CLOSURE/ABANDONMENT. <br /> a. Temporarily out of service facility which operator intends to return <br /> to service within 1 year or is awaiting permanent closure within 90 days. <br /> (1 ) Option 1 - Operator/owner shall continue to perform all permit <br /> inspection and monitoring requirements in accordance with Permit to Operate <br /> issued for facility (Sec. 3912.5.02) . <br /> (2) Option 2 - Operator/owner shall undertake the following actions <br /> (Sec. 3912.5.03). <br /> (a) Obtain permit for temporary closure. <br /> (b) Demonstrate that no soil contamination has resulted in area <br /> around tank(s) by: <br /> 1 . Testing tank(s) for tightness as per "Precision Final <br /> Test" as defined by .F.P.A. , amended pamphlet #329, Chapter IV, "Recommended <br /> Practice for Handling Underground Leakage of Flammable Liquids" or, <br /> 2. Analysis of soil samples taken from area under and/or <br /> surrounding tanks - sample number and method as approved by Permitting <br /> Authority. <br /> 3. If either #1 or #2 above indicate tank leakage <br /> Permitting/Enforcement Authority will provide direction for proper site <br /> mitigation measures. <br /> (c) Remove, properly dispose of, and/or neutralize all product <br /> from tank and piping system. <br /> (d) Seal tank fill and draw-off lines in tamper-proof manner to <br /> minimize threat to public safety and possibility of water intrusion into tank. <br /> (e) Leave vent lines open. <br /> (f) Cut-off power to all tank pumps and dispensers. <br /> r <br /> 4 <br />
