(2) Abandonment In-Place.
(a) Permits must be obtained from local county office.
(b) ' All product must be removed, properly disposed of, and/or
neutralized from tank and piping system observing local County Fire
Department requirements for explosion and fire safety.
(c) Tank must be tested for integrity - proof of tank integrity
shall be as per "Precision Final Test" as defined by N.F.P.A. , amended
pamphlet #329, Chapter IV, "Recommended Practice for Handling Underground
Leakage of Flabbable Liquids". If test indicates tank leakage,
Permitting/Enforcement Authority may require additional tests (e.g. , soil
sampling) to properly assess extent of environmental contamination in order
to assess direct necessary site mitigation activities.
(d) Flammable vapors and residual product must be purged from
tank. One method is to use the minimum amount of water that will float
remaining washed-down product to retrievable level . The resultant
water-product mix constitutes a hazardous waste and must be disposed of
according to applicable California State Regulations. Extreme caution must
be exercised during the entire operation to prevent vapor ignition.
(e) Remove earth from above tank at all fill and gauge openings
and at connected lines.
(f) Remove, disconnect, and plug all but one of the tank's fill
gauge and product delivery lines; the remaining accessway will be used to
fill tank with inert material .
(g) Disconnect, empty, and cap all piping, use care to avoid
spillage of product into excavation.
4. DESIGN STANDARDS FOR MONITORING SYSTEMS
a. Excavation Monitoring Systems
(1 ) Synthetic Membrane Liners.
(a) Manufacturer's certification of chemical compatibility with
stored product.
(b) Liner should be carefully installed in accordance with
manufacturer's specifications. Use of a qualified installation contractor
having experience with membrane liner installations is recommended.
(c) Excavation base and wall should be firm, smooth and free of
sharp rocks or debris.
(d) Liner must hold and direct a leak to a monitoring well .
(2) _Concrete Liner.
(a) Concrete by itself is an ineffective vapor barrier; it
requires a surface coating to insure impermeability.
6
