(2) Abandonment In-Place. <br /> (a) Permits must be obtained from local county office. <br /> (b) ' All product must be removed, properly disposed of, and/or <br /> neutralized from tank and piping system observing local County Fire <br /> Department requirements for explosion and fire safety. <br /> (c) Tank must be tested for integrity - proof of tank integrity <br /> shall be as per "Precision Final Test" as defined by N.F.P.A. , amended <br /> pamphlet #329, Chapter IV, "Recommended Practice for Handling Underground <br /> Leakage of Flabbable Liquids". If test indicates tank leakage, <br /> Permitting/Enforcement Authority may require additional tests (e.g. , soil <br /> sampling) to properly assess extent of environmental contamination in order <br /> to assess direct necessary site mitigation activities. <br /> (d) Flammable vapors and residual product must be purged from <br /> tank. One method is to use the minimum amount of water that will float <br /> remaining washed-down product to retrievable level . The resultant <br /> water-product mix constitutes a hazardous waste and must be disposed of <br /> according to applicable California State Regulations. Extreme caution must <br /> be exercised during the entire operation to prevent vapor ignition. <br /> (e) Remove earth from above tank at all fill and gauge openings <br /> and at connected lines. <br /> (f) Remove, disconnect, and plug all but one of the tank's fill <br /> gauge and product delivery lines; the remaining accessway will be used to <br /> fill tank with inert material . <br /> (g) Disconnect, empty, and cap all piping, use care to avoid <br /> spillage of product into excavation. <br /> 4. DESIGN STANDARDS FOR MONITORING SYSTEMS <br /> a. Excavation Monitoring Systems <br /> (1 ) Synthetic Membrane Liners. <br /> (a) Manufacturer's certification of chemical compatibility with <br /> stored product. <br /> (b) Liner should be carefully installed in accordance with <br /> manufacturer's specifications. Use of a qualified installation contractor <br /> having experience with membrane liner installations is recommended. <br /> (c) Excavation base and wall should be firm, smooth and free of <br /> sharp rocks or debris. <br /> (d) Liner must hold and direct a leak to a monitoring well . <br /> (2) _Concrete Liner. <br /> (a) Concrete by itself is an ineffective vapor barrier; it <br /> requires a surface coating to insure impermeability. <br /> 6 <br />
