4 <br /> 7777V — <br /> y , <br /> (3) Generally the evacuation path will be upwind of the spill . <br /> Personnel downwind of fumes will be directed via the shortest path, <br /> maintaining a certain distance from spill , to an upwind location. This may <br /> require going off depot. Evacuation may only entail moving further away from <br /> spill area in some cases. The evacuation path will be determined by several <br /> factors, such as the location of the spill on the depot, type of material and <br /> climatic conditions such as temperature and wind direction. Because of the <br /> shape of the depot and the ingress and egress is on the north and south ends, <br /> it is very important to determine the evacuation route at the time of the <br /> event. The wind direction changes slightly over a few days and reverses <br /> direction completely according to seasons (winter and summer) . The wind is <br /> generally from the northwest in the warmer summer months and from the south <br /> and southeast during the rainy and cooler season. Because of this a safe <br /> evacuation route one day may not be safe under the same circumstances another <br /> day. It is therefore imperative that the evacuation route for all personnel <br /> be established at the time of the spill incident. <br /> (4) If evacuation via a_closed gate(s) is required, the IOSC will <br /> direct security to open the gate(s) . The normal state of the gates is a <br /> follows. See Figure I. <br /> SHAD Gate A is normally open 24 hours per day. <br /> SHAD Gate B Normally closed <br /> SHAD Gate C. Normally closed, opened in the morning ("0630-0730) <br /> and evening (1500-1600) <br /> SHAD Gate D Normally closed <br /> SHAD Gate E Open during day ("0600-0700) <br /> SHAD Gate F Personnel Gate, normally closed <br /> SHAD Gate G Normally closed <br /> (5) IOSC in coordination with SHAD Emergency Operations Cpnter, San <br /> Joaquin County Office of Emergency Service, and State of California Office of <br /> Emergency Service will evacuate any off-depot areas effected by fumes from a <br /> spill , fire, or explosion on depot. 1 <br /> (6) Evacuation routes are highlighted on Figure I . The path of <br /> evacuation will be determined by the IOSC at the time of the emergency.
