Box 388
Stockton,CA 95201-0388
Dear Mr. McClellon:
This letter is in response to your inquiry into recent inconclusive test results from our monthly Statistical
Inventory Reconciliation(S.I.R.)testing. Enclosed are:
March,May,July, and August 1997 S.I.R. reports and supporting Autostick data printouts for tank#372
March and May, 1997 S.I.R.reports-and supporting Autostick data printouts for tank#373
Maintenance records for Autostick Tank Gauging system for the time period in question
A statement by the tank operator concerning inaccuracies and corrections made for the month of May 1997
Construction of a new fuel facility is scheduled to begin in July 1998 followed by removal of the fuel tanks
at the present fuel facility in October 1998.
There has been no reason to believe that any of our fuel tanks have leaked. Annual integrity testing and
monthly S.I.R.testing have shown our tanks to be tight. Therefore,it is the position of this office that integrity
testing of the present fuel tanks is not cost effective at this point in time. Any soil or groundwater
contamination will be determined when the tanks are removed and appropriate mitigation procedures will be
instituted at that time.
Historically, the Sharpe Depot has prided itself in meeting environmental compliance and in maintaining a
good working relationship with the regulatory community. Please be assured that this management philosophy
will continue and every effort will be made in the future to meet regulatory requirements and reporting
responsibilities.
If you have any further questions, please contact Mr. Maurice Benson,Environmental Protection Specialist,
at(209)982-2078.
Sincerely,
MICHAEL W.
