The inventory
reconciliation was not documented in the manner normally
demonstrated by the DDRW long standing compliance history.
Under the direction of the Department of Defense, Sharpe Army Depot
and Defense Depot Tracy were consolidated into the Defense
Distribution Region West (DDRW). Further directives have resulted
in a consolidation of 21 activities west of the Mississippi River
under the Commander of DDRW. The magnitude of that consolidation
has had a significant impact on operational organizations. The
reorganization encompasses over 12,000 personnel. A single point of
contact for inventory reconciliation was not immediately identified
thereby causing a break in the, up to then, routine process of DDRW.
Due to physical moves accompanying the reorganization, otherwise
normally available information could not be located. DDRW has made
the following management adjustments to correct this unintentional
oversite.
a. Identification of a single point of contact responsible to
ensure environmental compliance for the San Joaquin site (Sharpe/
Tracy) fuel facilities.
b. Increased inspections by the DDRW Environmental office.
