UST Closure Report 9 9 <br /> Sharpe Defense Distribution Region West <br /> Lathrop,California Pate 1 <br /> 1.0 INTRODUCTION <br /> This report presents the results of the underground storage tank(UST) removal project conducted <br /> at the Defense Distribution Region West, Sharpe site in Lathrop, California. The Sharpe site is <br /> just south of the city of Stockton and just east of Interstate 5 (Figure 1). The project was <br /> conducted on behalf of the US Army Corps of Engineers in accordance with Contract Number <br /> DACA05-97-D-0014, Task Order 0011, dated May 21, 1998. <br /> The project comprised the removal and disposal of eight USTs, dispensers and associated piping <br /> from the northeast corner of the intersection of F Street and 3rd Avenue on the Depot (Figure 2). <br /> CAL INC installed two new above ground storage tanks for gasoline and diesel fuel prior to <br /> removing the USTs to provide an uninterrupted supply of fuel. The new tanks were installed on <br /> the Depot in late 1998, just northwest of the intersection of Holly Street and 1st Avenue <br /> (Figure 2). <br /> 1.1 Purpose and Scope of Work <br /> The primary objective of the project was to remove and dispose of eight USTs and associated <br /> AOL piping. The USTs included four 20,000-gallon tanks, three 12,000-gallon tanks and one 550- <br /> gallon tank. Soil samples were collected from the UST excavations and stockpiles of excavated <br /> soil and analyzed for various parameters in accordance with the closure requirements of the San <br /> Joaquin County Environmental Health Division and the Tri-Regional Guidelines. <br /> The scope of the UST removal projected comprised the following: <br /> • Obtaining state, regional, and local regulatory agency permits; <br /> • Preparing and submitting a work plan for approval to the regulatory agencies; <br /> • Locating underground utilities in the area of excavation; <br /> • Cutting, removing and disposing of concrete dispenser islands and drive pads where <br /> necessary; <br /> • Dismantling and removing eight fuel dispensers; <br /> • Removing four 20,000-gallon, three 12,000-gallon and one 550-gallon USTs, associated <br /> piping and product pumps for diesel fuel and unleaded gasoline; <br /> • Disposing of the eight USTs and eight dispensers at a certified hazardous waste facility; <br /> • Environmental sampling to determine potential impacts on soil and groundwater; and <br /> • Restoring the site with compacted backfill. <br /> 1.2 Report Organization <br /> The remainder of this report is organized into the following sections: <br /> • Site description and background; <br /> • Field activities; <br /> NAPR0JECTS\3546\Reports\3546 UST Closure Report Draft.doc March 24,1999 <br />
