In addition, no required routine <br /> secondary containment testing and monitoring system certification testing has been conducted (CCR 2637, <br /> CCR 2638 (a) HSC 25284.2); also this facility hasn't been operational in many months and no required <br /> temporary closure documentation has been submitted (HSC 25298). <br /> VIOLATIONS/OBSERVATIONS: <br /> 1) No person may own or operate an underground storage tank unless a permit for its operation has been <br /> issued by the local agency to the owner or operator of the tank (HSC 25284(a)(1)). <br /> 2) Any person assuming ownership of an underground storage tank used for the storage of hazardous <br /> substances for which a valid operating permit has been issued shall have 30 days from the date of <br /> assumption of ownership to apply for an operating permit pursuant to Section 25286 (HSC 25284). <br /> 3) No person shall abandon an underground tank system or close or temporarily cease operating an <br /> underground tank system, except as provided in this section (HSC 25298). <br /> CORRECTIVE ACTIONS/ORDER: <br /> Immediately correct all deficiencies associated with this facility and submit all required <br /> documentation to facilitate the issuance of the permit to operate. If these corrections can't be made <br /> immediately, there is a possibility that the entire UST system will be red tagged to prevent fuel <br /> inputs.
