9 0
R&D Compliance Testing
Secondary Containment/SB989 (707)621-0378
Line/Leak Detectors
Tank Monitor Certification
California UST Certified Operator#5246802-UC
California UST Service Technician#5246802-UT
SWRCB Tank Testing License#90-1120
Date: March 22, 2012
To: Joe Bagley, General Manager
Bagley Enterprises, Inc.
Joe, after review of the notes form the Local CUPA, concerning the Diesel Master and
Satellite Secondary Containment Piping Test Seal off Boots, I reviewed the last
Secondary Containment Test Report and determined that measurements taken on both the
Master Dispenser and Satellite Dispenser Penetrations for the Secondary Containment
Piping, show a 1" slop from the Satellite Dispenser to the Master Dispenser. I understand
the concern that the Test Seal off Boots are in place and that the Schrader Valve in the
Master Dispenser Pan is pointing up, with the needle Valve removed. After review of the
concern by the Local CUPA and you, I went to the location, confirmed the slope and
attached a hose to the Schrader valve on the Test Seal off Boot in the Master Dispenser
Sump, and rotated the Boot down, to allow the flow of any product that may leak from
the primary piping into the Secondary Piping to flow unrestricted to the Sensor located in
the Master Dispenser Pan. This will allow both earliest detection of liquid and future
ease of Routine Testing at the location. It is my sincere hope that my efforts have
satisfied both the Local CUPA's concerns and yours. I have attached Photo's to this
correspondence to assist in the description of the comments above. If you or the Local
CUPA has further concerns, I can be reached at(707) 621-0378.
Sincerely,
Benjamin F. Duncan Jr.
R&D Compliance Testing
Owner General Manager
SWRCB License#90-1120
P.O. Box, 1503, Ukiah, Ca. 95482
