(h) Underground storage tank quantity measurements shall be based on liquid level measurements <br />which are: <br />Performed during periods when no additions or withdrawals are being made to the <br />underground storage tank; <br />(2) Performed by the underground storage tank owner, operator, or other designated <br />persons who have had appropriate training; <br />(3) Based on the average of two readings if stick or tape measurements are used: <br />(4) Determined by equipment capable of measuring the level of the product over the f <br />range of the tanWs height to the nearest one-eighth of a inch; I <br />(5) Determined by equipment capable of measuring, to the nearest one-eighth of an inch, <br />water present in the bottom of the underground storage tank. If the underground <br />storage tank is not level, and the measurements are taken manually, then the <br />measurement should occur at the lowest end of the underground storage tank; <br />(6) Measured at the center of the longitudinal axis of the underground storage tank if access <br />is available or measured at the lowest end of the underground storage tank with a <br />calibration measurement at both ends, If possible, to determine if any underground <br />storage tank tilt exists and, if so, its magnitude; and <br />(7) Converted to volume measurements based on a calibration chart for the underground <br />storage tank. This chart shall, where feasible, take into account the actual tilt of the <br />underground storage tank. <br />i The daily variation in inventory reconciliation shall be the difference between physically <br />measured inventory in storage and the calculated inventory in storage. The physically <br />measured inventory shall be determined at approximately the same time each day by taking <br />liquid level measurement and converting It to gallons using the calibration chart. The <br />calculated inventory shall be determined at approximately the same time of day for each <br />business day by adding the inputs and subtracting the withdrawals from the physically <br />measured inventory determined the day before. These variations shall be summed for a pedoi, <br />of one month. Monthly variations exceeding a variation of 1.0 percent of the monthly tank <br />delivery plus 130 gallons must be investigated in accordance with this section. <br />The owner or operator shall, on an annual basis, submit a statement to the local agency which <br />states that all inventory reconciliation data are within allowable variations or which includes <br />a list of the period of times and the corresponding variations which exceed the allowable <br />variations. Said statement shall be executed under penalty of perjury. <br />(k) If the monthly inventory reconciliation, conducted under subsection (I) of this sectio <br />exceeds the allowable variation, the owner or operator as appropriate shall: i <br />[U=j <br />(2) IlTithin 24 hours of discovering a variation which exceeds the allowable variation, <br />review the inventory records for the preceding 30 days and determine if a calculation <br />error exists that caused the apparent excessive variation. <br />
