LEAK INTERCEPTION AND DETECTION SYSTEM
This information is required Qn!y for motor vehicle fuel UST systems constructed per the Alternate Construction Keyuirements of 23 CCR 02631, ;rid only if the Lcak
Interception and Detection System (LIDS) does not meet the volumetric requirements of 23 CCR §2631(d)(1) through (5) (i.e., when accounting far rainfall and
backfill material, the secondary containment volume is less than 100% of primary tank volume for a single UST; or in the case of multiple USTs in shared secondary
containment. 150% orthe largest primary tank volume or 10°/u of aggregate primary tank volume, whichever is greater).
ATTACH AN ADDITIONAL PAGE •I.O •frits PLAN O0N'rA1NfNG THE 170110WING INFORMATION:
D The volume of the LIDS in rotation to the volume of the primary container;
)o The amount of time the LIDS shall provide contuinn)cnl related to the time between detection of an unauthorized release and cleanup of the looked substance;
> Tite depth from the bottom of the LIDS to the highcsl anticipated level of groundwater,
Y The nature of the unsaturated soils under the LIDS mid their ability to absorb contaminants or to allow movement of contominmils;
> The methods and scheduling for removal or all hazardous substulcu which may have been discharged from primary containment and are located in the
unsaturated soils between the primary containment and groundwater, including the LIDS sump.
VII. REPORTING AND RECORD KEEPING
r —
We will reporUrecord any overfill, spill, or unaulhori=d relcose tFom a UST system as indicated in this plkin.
Recordnble Releases: Any unnuthorizod release from primary containment which the UST operator is able to clean up within eight (8) hours atter the release was
detected or should reasonably have been detected, and which does not escape from secondary coniamtnctd, does not increase lite hazard of fire or explosion. and duos
not cause any deterioration of secondary containment, must be recorded it) the facility's monitoring records. Monitoring records must include
> The UST operator's name and telephone number;
> A list of the types, quantities, and concentrations of hazardous substances released;
> A description of the actions taken to control and clean up the release;
'r• The method and location of disposal of the released hazardous substances, and whether a hazardous waste manifest was of wilt be used,
> A description of uutions taken to repair the UST and to prevent future releasee;
> A description of the method used h) reactivate interstitial monitoring after replacement or repair of primary containment.
Reportable Releases: Any overfill, spill, or unauthorized release which cooMcs from secondary containment (or primary containment if no secondary containment
exists), increases the hmrard of lire or explosion, or causes any deterioration of secondary containment, is a reportable release. Reportable releases are also recordable.
Within 24 hours atter a reportable roloasc has been detected, or should have been detected, we will notify the local agency administering the UST program, or die
release, investigate the release, and take immediate measures to stop the release. If necessary, or irrequired by the local agency, remaining stored product/waste will
be removed from the UST to prevent further releases or facilitate corrective action. If an emergency exists, we will notify the stoic Unice of emergency Services.
Within live (5) working days of a reportable release• we will Submit to the local agency a NO written report containing all of 4119 following information to tate extent
that the information is known at the time or (tltng the report:
> The UST owrnr's or operator's name and telephone number;
b A list of the types, quantities, and concentrations of haznrdous materials released;
> Tito approximate date or the release;
> The date on whist the release was discovered;
> The dote on which file release was stopped;
> A description of actions taken In control and/or stop the roleosr•
Y A description of corrective mid remedial actions, including investigations which were undertaken and will he conducted to determine the nature and extent of soil.
ground water kir surlbce wader contamination due to the release;
➢ 'rhe methods) of cleartup implemented to date, proposed cleanup actions, mid a schedule for implementing the proposed actions;
> 'rhe method(s) ail location(s) of disposal of released hazardous materials and any contaminated soils• groundwater, or surface water,
> Copies of any hazardous waste manifests used for off-site transport of hazardous wastes associated with clenn-nip nuivily;
> A description of proposed methods fur any repair or replacement of UST system primary/secondary containment systems;
> A description of additional actions taken to prevent future releases.
We will follow the reporting procedures described above if any of the following conditions occur;
> A recordable unauthorized release can not be: cleaned up or is still under investigation within eight (8) hours of detection;
A Released hazardous; substances are discovered at the UST Site or in the surrounding area;
> Unusual operating conditions are observed, including erratic behavior or product dispensing equipment, sudden loss of product, or the unexplained presence of
weer in the tank, unless System equipment is found to he defective and is immediately repaired or replaced, and no leak has occurred;
> Monitoring results from USI• system) monitoring equiptncnUmcthods indicate that a relense may have occurred, unless the moniluring equipment is found Io be
dcfcetive and is immediately repaired, recalibrated, or replaced, kind additional monitoring does notconfirm the initial results.
Record Rtleation: M tai coinq records mid written reports of unauthorized releases must be maintained on -sac (nr ofl=site at u readily available fixation, if approved
by the local agency) fyf at iced 3 years.
