The monitoring system alarm <br />panel test log was incomplete. These records shall be maintained on site for at least three years. Monitoring <br />records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and <br />maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the <br />field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; <br />(6) results of inventory readings and reconciliations. Immediately locate and maintain all maintenance and <br />monitoring records for the last three years on site and submit copies to the EHD. <br />This is a minor violation. <br />310 <br />CCR 2636(f)(1) Sensor in a turbine sump failed to activate an audible and visual alarm or stop the flow product. <br />The diesel STP sump sensor failed to activate an audible and visual alarm when tested to ensure continuous <br />monitoring of the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm <br />or stop the flow of product at the dispenser when it detects a leak. The sensor was replaced and retested during the <br />inspection. This was corrected on site. <br />During testing of the diesel STP, the turbine would not shut off. The service technician replaced the diesel product <br />turbine relay. This was corrected on site. <br />This was corrected on site. <br />This is a minor violation. <br />314 <br />CCR 2631(a) Primary containment not tight (pre -Jul 2003). <br />Approximately one gallon of liquid was found in the 91 product fill sump, indicating a leak in the primary piping. All <br />primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified <br />contractor repair or replace the failed component under permit and inspection of the EHD. <br />Seepage or leakage at or above the shear valve in dispensers 1/2 for 87, 89, and 91 products, 3/4 for 91 product, <br />5/6 for 91 product, 7/8 for 87 and 91 products, 9/10 for 87, 89, and 91 products, and 11/12 for 87 product were <br />detected during the inspection. The service technicians were able to correct the seepage in some dispensers; <br />however, dispensers 1/2 still has seepage for 87, 89 and 91 products, 3/4 still has seepage at 91 product, 7/8 still <br />has seepage at 91 product, and 11/12 still has seepage ate 87 product. Immediately have a properly licensed, <br />trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />On site on January 27, 2016, to conduct a routine UST monitoring system certification, spill container, and line <br />leak detector inspection. A Return to Compliance Certification form and inspection report were left at the site at <br />the time of the inspection.
