PHS/EHD now directs you as responsible party to submit all analytical data from the <br /> tank removal to this office and report the findings no later than 5:00pm,September 1, 1998. <br /> The presence of 1,2-Dichloropropane in drinking water and other contaminants at the above referenced site <br /> are of concern to this agency. As responsible party for this site, you have failed to voluntarily sample, <br /> analyze, and report water quality for the on-site Public Water System Wellhead(#WA460903)on a routine <br /> basis with documented knowledge of potentially significant health risks to consumers. PHS/EHD <br /> recommended prior to the second sampling event that"the responsible party continue to monitor and report <br /> water quality findings on a routine basis at this wellhead in order to protect consumers." It is important to <br /> recognize that significant dilution from pumping influences is likely at this wellhead. This observation <br /> suggests that a notable mass/source of 1,2-Dichloropropane exists within the capture zone of this wellhead <br /> and that dilution effect is unpredictable. In addition, PHS/EHD has confirmed the presence of MTBE in <br /> groundwater at 75 feet below grade, less than 50 feet laterally from the intake screens of this well. <br /> PHS/EHD considers these conditions to pose a significant health risk to consumers of water from this and <br /> other wells in the area. PHS/EHD now directs the responsible party to sample and analyze water(full <br /> scan EPA Method 524.2) from this well,and report the findings no later than 5:00pm,September 15, <br /> 1998. The responsible party shall continue to routinely sample, analyze, and report water quality <br /> findings on a quarterly basis or more frequently if necessary to adequately protect consumers. <br /> We request that all required work be performed in a prompt and timely manner under the direct supervision <br /> (witnessed) of PHS/EHD staff. Contact site mitigation staff to schedule inspections at least 48 hours in <br /> advance of the sampling date. <br /> Consistent with previous correspondence from this agency, you have failed to properly characterize the <br /> hydrogeology,groundwater flow conditions, and contaminant distribution at the above referenced site in a <br /> timely manner as directed.No formal report of findings from the May 1998 cone penetration tests (CPT) <br /> have been submitted to this agency for the above referenced site as required in previous PHS/EHD <br /> correspondence (no cross sections, no descriptions of site specific/regional hydrogeology, no tabulated <br /> analytical data, no recommendations, no conclusions or certification signatures by qualified professionals <br /> have been submitted to PHS/EHD). PHS/EHD now directs you as responsible party to submit a <br /> complete report of findings from the CPT work to this agency no later than 5:00pm, September 15, <br /> 1998. <br /> 1 <br /> A Division of San Joaquin County Health Care Services <br />
