March 10, 1999
To: Mr. Ed Cardoza
From: Matthew Parker,San Joaquin County Environmental Health Department
RE: Soil Sample Results,290 N. Main Street,Manteca CA
Mr. Cardoza,
Our department has received a portion of the soil sampling results for the tank closure at 290 N.Main St. in
Manteca. Initial analysis of the data indicates that the soil at that site shows contamination. Because of
your need to proceed with work at this site, the following should be done to help expedite the project.
1. Soil samples taken below the three tanks indicate contamination. In order to facilitate a future
assessment,Our department requests that a conductor casing be installed in the existing tank pit in
order to facilitate future site investigations. You may contact Mike Infuma at 468-4354 for more
information.
2. Soil samples taken from the stockpile also indicate contamination. This soil will have to be moved to a
facility that is licensed to receive contaminated soils. Please check your closure plan for the designated
disposal facility.
3. You may use clean soil from new excavation. It should meet requirements for use as backfill of
existing pit. If contaminated soils are found in the new excavation, they should not be used to fill the
existing pit.
4. Because we do not know the extent of lateral movement of contaminants at this site, the department
also requests that a conductor casing also be installed in the new tank pit. This will allow assessment of
the site at a future date without risking damage to the new tanks during monitoring well installation.
If you have any questions,I can be contacted at(209)468-3448.
Matthew Parker,EHS
Ov
J \
