The monitoring panel is located in the backroom. The "Leak Alert" monitor is placed in test mode daily by Prem or Kamal Singh, Franchisees, or their designated duty clerk, and the results recorded on the "Daily Monitoring System Inspection Log". The monitoring panel and interstitial sensors are checked and recertified annually. The results are forwarded to San Joaquin County PHS -EMD. In the event that the system goes into alarm, the Franchisee will immediately contact the Quik Stop Gasoline Department, which will in turn dispatch a qualified service company to the site. The service company will determine the cause of alarm and notify Quik Stop of site conditions. If an unauthorized release to secondary containment has occurred, action will be immediately taken to implement the Written Response Plan. The product lines are precision tested annually and are monitored continuously by in-line mechanical leak detectors. The mechanical leak detectors are also tested annually. In addition to the annular space monitoring described above, daily inventory records are maintained and submitted for Statistical Inventory Reconciliation (SIR). The SIR results are kept on site for review by regulatory agencies. Preventive maintenance on the monitoring system is scheduled annually in conjunction with recertification and testing. A description of the gasoline system operation and operator's responsibilities are included in the Franchise Agreement. Initial training in operation of the tank system and monitoring equipment is conducted "on the job" under the supervision of Quik Stop personnel. The training period depends upon the complexity of the system and Franchisee proficiency.
