The UDC 1/2 sensor was leaning at an angle greater than 45 degrees and not installed at the lowest point of the sump (at the sensor designated depression inside the sump) and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a Class 11 violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 3-2-17. Please be aware that as of January 1, 2014, facility operators are required to upload the following LIST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, LIST Certification of Financial Responsibility, LIST Response Plan, UST Letter from Chief Financial Officer (if applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written Agreement, if applicable, can be stored at the facility or uploaded into CERS. AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS FACILITY BACK INTO COMPLIANCE.
