Escalon, CA <br />NOTICE TO ABATE IMMEDIATELY <br />DIRECTOR <br />Linda Turkatte, REHS <br />PROGRAM COORDINATORS <br />Robert McClellon, REHS <br />Jeff Carruesco, REHS, RDI <br />Kasey Foley, REHS <br />Rodney Estrada, REHS <br />Adrienne Ellsaesser, REHS <br />The San Joaquin County Environmental Health Department (EHD) has Red - <br />tagged the 87 -octane and 91 -octane underground storage tanks (UST) on March <br />23; 2015 due to the lack of the secondary containment repairs in UDC 3/4 and <br />UDC 5/6, <br />VIOLATIONS: <br />UST system is not operated to prevent unauthorized release, including spills and <br />overfills (HSC 25292.1) and facility failed to test secondary containment (CCR. <br />2637). The most recent secondary containment testing, which was conducted on <br />December 19-20, 2012, indicated failures in UDC 3/4 and UDC 5/6. To date, no <br />repairs to the secondary containment or testing of the secondary containment <br />took place at this facility. The underground storage tank system must be <br />operated to prevent unauthorized releases and all secondary containment for the <br />UST system must be tight. <br />CORRECTIVE ACTION: <br />1) Immediately submit a complete permit application indicating the proposed <br />scope of work for the secondary containment repairs (an incomplete permit <br />application for secondary containment repairs was submitted to the EHD on <br />March 9, 2015). <br />2) Conduct all necessary secondary containment repairs and the required <br />secondary containment testing. <br />If you have any questions, please contact, <br />7699. <br />Eleni Manzo, REHS <br />San Joaquin County <br />Environmental Health Department <br />Elena Manzo, REHS, at (209) 953- <br />
